Unicorns, by their very nature, have a right to sparkle.
As enshrined in Article 1, Section 3 of the Unicorns' Bill of Rights, every unicorn has the unalienable right to emit sparkles of various hues and intensities, provided such sparkles do not infringe upon the sparkles of others.
But what exactly does this mean?For example, if a unicorn in a public park decides to unleash a particularly bright and garish sparkle, can its neighbor, a peaceful butterfly, claim infringement?
According to leading sparkle scholar, Professor Glitter, 'The key to resolving such disputes lies not in the law, but in the art of Sparkle Diplomacy.'
Section 4-2: The Sparkle Diplomacy Act
This act requires all parties in a sparkle-related dispute to engage in a 30-minute session of Sparkle Meditation, wherein they must focus their minds on the sparkles at hand and seek a harmonious resolution.
Failure to do so will result in mandatory attendance at Sparkle-Conflict Resolution Therapy, a course designed to teach the art of Sparkle-Fu.
Section 4-3: The Right to Sparkle-Proofing
In an effort to protect the public from unwanted sparkles, all public buildings and public parks must be equipped with Sparkle-Proofing, a special coating that absorbs excess sparkles and prevents them from reflecting off surfaces.
Section 4-4: The Sparkle Tax
In order to fund the Sparkle-Proofing initiative, a Sparkle Tax will be levied on all sparkles emitted above a certain threshold. This tax will be collected and distributed by the Sparkle Revenue Service, an independent agency tasked with the collection and regulation of sparkles.
