In a medium saucepan, combine the cream, milk, sugar, and butter. Heat over medium heat, stirring constantly, until the sugar has dissolved and the mixture reaches 180°F. Remove from heat and let cool.
In a separate bowl, sift the flour, salt, baking powder, cinnamon, and nutmeg.
Pour the cooled cream mixture into the dry ingredients and stir until a dough forms.
Roll out the dough to about 1/4 inch thickness. Cut into shapes with a cookie cutter or the rim of a glass.
Bake at 400°F for 10-12 minutes or until puffed and golden brown.
Allow the puffs to cool completely on a wire rack.
Optional: Dip the cooled puffs into a bowl of melted chocolate for a truly deadly coating.
