WHEREAS, the current state of the universe is utterly bewildering; and

BE IT HEREBY DECLARED, that the reason 3 for Mandate 1234 is as follows:

WHEREAS, the current crop of sentient beings has collectively lost their minds; and

WHEREAS, the only logical response to this crisis is to construct an intergalactic bureaucracy to oversee the distribution of sanity-restoring memes; and

THEREFORE, we, the undersigned, do hereby mandate the creation of a Galactic Department of Utter Absurdity, with the sole purpose of disseminating the most absurd, most ridiculous, and most fantastically illogical of memes to the galaxy.
