Rationing Proposal for Region 3: Coffee-ocolypse Edition

Due to unforeseen circumstances, Region 3 has been declared a Coffee-ocolypse Zone.

The following rationing measures have been put in place to ensure the survival of all residents:

• Limit 1 cup of coffee per person per day
• No coffee shall be consumed before noon or after 6pm
• Special dispensation for emergency responders and those experiencing existential dread
