Appendix 1, Subsubsection 1: Exemptions and Exceptions

Section 12.4.1.1.1 states that citizens have the right to be as inconsiderate as they please, but only if they're feeling particularly whimsical.

However, this right is not without its limitations. For instance, citizens are still bound by Article 5, Section 2, which prohibits the use of glitter in any form.
