Decrees, Proclamations, and Edicts from the Great Empire-Builders

By the power vested in us, we, the Empire-Builders, hereby establish the following mandates:

Mandate #1: All citizens shall wear socks with sandals.

Article 1, Section 1, Subsection A: The Empire-Builders shall henceforth be known as the Supreme Rulers of Sock-Sandal Wearing.
