This is the Mandate-2 protocol, where the government has decided it's a good idea to have a website for everything. Even the links.

• Read the specifications, they're really long.
• Q: What's the point of this? A: No, really, what's the point?
• We've tested it, and we're still not sure why we're doing this.
• Send us all your complaints and we'll just... um, read them.
• Because, apparently, people actually want to implement this.
