Instructions for the Mandatory Review and Certification Program

Step 1: Read the Guidebook from cover to cover, or at least the parts that don't make you fall asleep.

Step 2: Complete the Certification Exam with at least 80% accuracy, or 90% if you want to be a Level 3 Bureaucrat.
