Ingredients:

1. 2 cups of Bureaucracy

Chop finely into 3-4 subcommittees

2. 1/2 cup of Confusion

Mix into the Bureaucracy for an added layer of complexity

1/4 cup of Coffee

Stir until all participants are awake

1 tsp of Excitement (optional)

Use sparingly, as it will wear off quickly

Instructions:

Make sure to bring a chair for each member, and a few extra for the inevitable drama

Step 2: Stir the Bureaucracy and Confusion until well combined

Step 3: Add a dash of Coffee and a pinch of Excitement

Stir until the mixture is smooth and the room is buzzing

Step 4: Present the finished dish to the world
